What is a Strategic Housing Market Assessment?
The National Planning Policy Framework requires local authorities to prepare a Strategic Housing Market Assessment (SHMA). An SHMA is an objective assessment of local housing needs. These assessments should consider housing market areas, and therefore need to be prepared jointly between neighbouring authorities.
The Strategic Housing Market Assessment will be an important part of the evidence base to inform the monitoring of core strategy policies, and to inform policy makers of how much housing is required, the type of housing that is required and where it should be developed to best meet the needs of our local communities now and in the future.
Developing the evidence base to support these decisions is a technically complex process. Gathering data and analysing information will take time and is constrained by when information, in particular 2011 Census information, is available. This review recognises the complexities and sets out how the authorities are proposing to work together to undertake the review.
The authorities prepared a pre-production brief setting out the proposed approach, including an indicative timetable to undertake the SHMA review. The SHMA Pre-production Brief was consulted on between March 28th and 31st May 2013. The outcome of the consultation was reported to the Planning, Housing & Communities Board on 1st July 2013.
Following the consultation on the SHMA pre-production brief, technical advice as well as views from the Housing Market Reference Group was sought to inform the production of the final SHMA project brief. Click here to view the final SHMA project brief.
A Housing Market Reference Group (HMRG) has been set up in an advisory capacity to consider issues, assumptions and methodology at key stages of the SHMA review. The HMRG Terms of Reference formalise their role and remit, available to view here.
On completion of the procurement process, Opinion Research Services (ORS) were appointed in May 2014 to undertake the technical evidence base preparation for the SHMA.
Wider Bristol Strategic Housing Market Assessment Volume 1 Final Report (July 2015)
A Wider Bristol Housing Market Area comprising of Bristol, South Gloucestershire and North Somerset has been identified through analysis of the evidence and this approach was supported by PHCB at their meeting in December 2014. The Wider Bristol Strategic Housing Market Assessment Volume 1 Final Report, produced by ORS was reported at the Planning, Housing & Communities Board on the 26th June 2015. Since then, minor revisions to Volume 1 report have been made and the revised Wider Bristol Strategic Housing Market Assessment Volume 1 Final Report (July 2015) is available to view here.
