The rallying call comes as traders gear up for the last vital week before Christmas, which is next Monday.
Festive takings are falling short of forecasts, while experts are also warning that retailers could face a really tough start to 2024 - due to increased costs, plus more frugal spenders.
Analysts say the cost-of-living squeeze has knocked a predicted £3 billion off festive spending this year.
Mayor Norris, who runs the West of England Shop Local campaign, says last-minute shoppers need to give stores in their area all the support they need as the festive countdown begins.
He said: “Christmas is just under a week away. However, if you haven’t finished all your Christmas shopping, there's still time to grab some last-minute deals, and do your bit to support the West’s brilliant indies at the same time.
“It’s been a tough old few years, and I know lots have struggled this festive season too. So with Christmas on the horizon, I urge everyone to stand with them, and Shop Local.”
